HMO licensing checker for Midlands councils

Every council in England licenses HMOs with five or more people. Some Midlands councils also license smaller HMOs, license all private lets in certain areas, or need planning permission to turn a family house into a small HMO. Pick a council or enter a postcode district to see the position we found.

How to read the results

  • Mandatory licensing applies to HMOs with five or more people forming two or more households, in every council.
  • Additional licensing brings smaller HMOs into licensing in the area the council chooses.
  • Selective licensing covers other private rented homes in designated areas.
  • Article 4 means turning a family house into a small HMO needs planning permission there.

Postcode districts can cross council boundaries, so the council we show for a district is the main one, not a guarantee for every street. We confirm the council and its rules for the exact address as part of a survey. See HMO licensing in the Midlands for a summary.
